Just take that seltzer, whether you carbonated it yourself or bought it at the store, and add a dash of baking soda. A pint glass needs just over an 1/8 of a teaspoon, while small glasses will need no more than a slight sprinkle. But beware: the soda reacts with the water, jazzing up the carbonation, so this isn't a self-made treat to store in the fridge. It must be consumed when it's made. Happy bubbling!
