In regards to the London restaurant offering pay-what-you-feel-it-was-worth.. this isn't so odd to me. There are some that operate all-year round on this system and on the CNN website in the travel section they have an article about such restaurants.
Many focus on offering healthy food so that all may eat no matter their abilities. One place my friend went to and said was great is in Denver called SAME (So All May Eat Cafe) and they offer fresh organic meals on a pay what you can or volunteer system. Makes a heckofalotosense to me.

Read about it here: http://www.spacast.com/2009/02/sensorielle-spa-services-now-paywhatyoucan.html

Frankly I think it's a wonderful idea. You know what your total is, for those that can't compute 15- 20% ,and stiffers no longer have the excuse " Well, your employer should pay you a fair wage . "
How about do not eat out if you can't/won't tip, believe me those servers will NOT miss you !
