Sure looks like thai basil to me. But if the only way to tell is by smell and seeing the small hairs its kinda hard to know from a small picture. :) Speaking of herbs, I just went to the Herb Farm near Seattle for my birthday and bought one of their recipe books. Much of the book is devoted to identifying, buying, growing, and using herbs; its a top notch book. Hopefully I'll be better at this herb thing someday.
